Interesting! In that BBC interview, Cllr. Hughes says ” the people of Sidmouth probably can’t hear it ” and yet, according to Wikipedia,

In April 2012, Bay FM were given the news by OFCOM that their application for a full-time community FM licence had been successful. The station was launched full-time at mid-day on 29th March 2013 on 106.4MHz FM. The coverage of the station increased dramatically covering a wider area that includes Woodbury, Dawlish, Budleigh Salterton, Newton Poppleford, Ottery St Mary, Honiton, Sidmouth and Seaton.

On the 5th April, Cllr Hughes told Exmouth People, in an interview which can be found here:

“It’s a real landmark. Bay FM is going to bring a breath of fresh air to the listeners. I think this is going to be well received, not only by the residents of Exmouth, but also the other communities, far and wide, because the station is now reaching into Budleigh Salterton, Sidmouth, Ottery St Mary and across the Exe to Dawlish, Exminster and Starcross.”

“It’s been a lot of hard work, especially for Andy and Julie. They’ve had the heartache of licences refused in the past, but at long last Ofcom have given the go-ahead and they’ve had faith in us. We put in a very good plan of what the station was going to achieve, how it was going to raise its finances, it’s got the support of Exmouth Town Council and other councillors through Devon County Council.”

So, with one breath, he tells the BBC that Bay FM probably won’t be heard outside of Exmouth, but he then grabs as much free publicity as he can at the launch, boasting that it WILL be heard in Sidmouth and also makes regular mention of his County Council connections…. Purdah! my ****…. these shenanigans are making my blood boil as imcumbents appear to say one thing and then do the exact opposite. On the 2nd May, I urge everyone who cares about democracy and fairness and probity to kick any known charlatans into the long grass and elect someone who will do the best for your community, your town, your interests, your Devon not just their mates, their political friends and masters, and anyone else they can schmooze along with. Ahhhhhhh.

Furthermore, if Cllr Hughes were to succeed in his bid to be re-elected, having conferred upon himself a huge political advantage by way of his breach of OFCOM rules relating to broadcasting during regulated election periods, and I was one of the losing candidates, or indeed a voter for one of those other candidates, I might well consider lodging a formal complaint with the Electoral Commission. I’m fairly positive that an alternate winning candidate, who had breached the rules so blatantly, would be reported to the EC in the blink of an eye if the shoe was on the other foot.

Just my opinions by the way, and for the sake of clarity and to avoid any accusations of Code of Conduct breaches, the views contained herein are my own and are in no way way endorsed or connected with the Independents of Devon, nor any organisations of which I am either a member or whose aims and objectives I may support or oppose, as the case may be. As you may be aware, I am also a serving Axminster Town Councillor and, again, these views are in no way ( to my knowledge ) representative of those of the Town Council, its members, or its staff. Furthermore, the email address below operates from my own, privately registered domain name, and is in no way connected with the website or email server of the Axminster Town Council. I trust that makes my position perfectly clear to any interested parties.

    Thank you.

    Paul Hayward
Independent Candidate for Axminster division, DCC elections.
