Tory councillor attacks Chief Exec. at Council Meeting , for having no proper grip on planning law!

There were dramatic scenes at tonight’s Full council Meeting when EDDC councillors approved the Cabinet’s decision to move from the Knowle, and the Development Management Committee’s decision to sign off the Local Plan.

Passionate sometimes bad-tempered exchanges included some extraordinary outbursts.

Leader Paul Diviani, for example, roundly condemned the Coalition Government and Eric Pickles’ Local Government Department in particular for consistently “getting it wrong” on their policy towards councils. “They have reneged on everything they had agreed to”, he added.

Later, Honiton Tory councillor Mike Allen accused Chief Executive, Mark Williams of being “biased” in his advice that the Sidford employment land allocation could not be removed from the Local Plan.

He added that Williams “lacked a proper grip of the legal situation” and “failed to understand the National Planning Policy Framework”.

    Did anyone raise the issue re misuse of helicopters?

    A moot point?

    I found it particularly worrying that Cllr Twiss came to the defence of CEO Mark Williams arguing that he was right ‘because he was a solicitor’! This is a remarkably naive assertion for one with such responsibilities to make. Is he unaware that solicitors will frequently hold differing and opposing interpretations of matters of law and thus, logic dictates that at least one must be wrong?

    What , for example, does Cllr Twiss think goes on in appeal courts? Why would they ever sit to determine a point of law if they, each party, was always right ‘because they are solicitors (or barristers)? It’s a nonsense argument and he should know it. Where is the enquiring mind we should expect of lead councillors?

    On a similar theme, what is it about Cllr Diviani and some others at the top table that makes them believe they are infallible in all things? Let’s face it, at best they were not bright enough to know what a close and powerful colleague in their midst was up to until the Telegraph came along. A better example of fallibility than their old buddy is hard to find.

    No KAW, there were no questions about helicopters. Many think the facts on that matter are far too speculative at the moment and there is no indication of EDDC being connected.

    i suppose that because he is a tory councillor this will be swept under the carpet unlike EE Wragg who is a LD councillor democracy yer aving a larf!

    Is this the same CEO who can’t count beyond 900 and who advised the TAFF committee looking into the influence of the Business Form on planning that they couldn’t examine planning? I wonder what we’re paying for his services or do I mean his services to his Leader?

    In 2011 he was paid a basic salary of £121,000 shared 50/50 with South Somerset. However, we have not been told his perks (pension contributions, any bonuses, use of cars, etc) – bet they are pretty generous – he’s certainly giving his Leader good value!
