This is how Knowle and Manstone Depot have been described in a new employment land and housing land summary presented to the Planning Inspector who is in charge of the Local Plan examination:

Knowle:

This site had a planning application for redevelopment for 50 homes in 2013, permission was refused. The principle of residential use of the site was not opposed but the full extent of the proposed development scheme was opposed. The District Council plan to move and vacate their current Council Offices site in either 2016 or 2017. The Council has commissioned full viability and market testing evidence on site redevelopment and housing development is planned for, marketing is expected in 2014. The buildings on the site could be reused for housing under permitted development rights (without the express need for planning permission).

Manstone Depot:

This site would be developed under a scheme that would provide for the redevelopment of the Knowle office site.

    I quote from EDDC’s reasons for refusal of their outline planning proposal for Knowle (March 2013): “The proposed development by virtue of the loss of a large area of current employment land…and car-parking facility used by visitors to the town and its businesses would have a significant detrimental impact on the economy of Sidmouth…therefore…is contrary to the requirement of Policy E3 (Safeguarding Employment Land and Premises)”
