EDDC press office and its VERY odd priorities

How come the EDDC Press Office saw fit to issue a VERY, VERY long press release today (655 words to be precise) telling us that the Council urges more support for British Nuclear Test Veterans and yet it has neglected to issue a press release of the dates and times of the hearings of the Local Plan and all its documentation plus all the questions the Inspector has asked in advance?

Especially when there is a time limit for people to register to speak  – 16 December 2013.

Very odd that:  what exactly are the priorities of the press office?  Who on earth put the proposal about nuclear veterans – not a subject that comes up in everyday conversations – on the Cabinet agenda and why is it specifically of importance to East Devon District Council and its Executive and why does it need its own special press release?
