“Presumption in favour of disclosure” on pre-application meetings with developers at Ottery

Would that work in the same way that “the presumption in favour of  sustainable development” works then?  Presumably it does NOT mean that there will ALWAYS be disclosure – and who will decide on this “presumption”?

One can see the hand of EDDC in this decision after their Monitoring Officer offered Ottery their “advice”.

Many Ottregians might be more worried by this press release rather than less.

Under what conditions might the council choose NOT to disclose its discussions with developers?
