Can they really influence their future given what has happened in the recent past:

and, after all, Budleigh tried it, picked a site only to find it over-ruled byEDDC in favour of a Clinton Devon site not wanted by residents who were asked for their choices.

    And look at the mess in Budleigh. Apparently, as predicted, there is no demand. Not a single house reserved or sold. It will be the same in Newton Pop… No one needs housing in these towns and villages.
